Bio

Shelley brings more than 30 years of experience across the energy, nuclear, oil and gas, and petrochemical industries to her role as Rio Grande LNG’s project manager for engineering, procurement, commissioning and startup. She joined Bechtel in 2001 on the WTP project and has since held key leadership roles on some of Bechtel’s most technically complex energy projects, including the Motiva Crude Expansion Project, Wheatstone LNG, Queensland Curtis LNG, Port Arthur LNG, and the Pennsylvania Chemicals Project. Shelley has been assigned to home office and field assignments, domestically and internationally, and her responsibilities have spanned commissioning and startup, engineering management, and functional leadership.
Shelley was elected principal vice president at Bechtel in 2023. She holds a Bachelor of Science in chemistry and mathematics from the University of St. Thomas and a Bachelor of Science in chemical engineering from the University of Houston. She is a registered Professional Engineer, Chemical in Texas and Washington.
